Fire Risk Assessment in Liverpool
Liverpool runs one of the biggest landlord licensing schemes in England, which means fire safety in rented homes gets more attention here than in most cities. Merseyside Fire and Rescue Service enforces the Fire Safety Order for businesses and the common parts of flats and HMOs.
Typical fees are £200 to £450 for a small shop or office, £250 to £600 for an HMO, and £350 to £650 for a 100 to 500 m² restaurant or office, before VAT.

Who enforces fire safety in Liverpool?
Merseyside Fire and Rescue Service enforces the Fire Safety Order: it audits businesses, public buildings and the common parts of flats and HMOs, and serves notices where risk is serious.
Liverpool City Council enforces housing standards. Its current selective licensing scheme launched in April 2022 and ends in March 2027. By summer 2026 it had received over 56,000 applications, granted over 48,000 licences, carried out over 19,000 inspections and found over 3,500 housing hazards.
What makes Liverpool different?
The council consulted until 5 October 2026 on what follows the current scheme, with options from all 64 wards to the 26 to 29 wards with the poorest conditions or highest deprivation. No decision had been announced when we checked.
- Licensing inspections find fire hazards in homes that are not HMOs. Where a house has been split into flats with a shared hallway, the landlord also needs a fire risk assessment of that shared part.
- A large student market around the universities, with HMOs that change layout and occupants every year.
- City-centre conversions of older commercial buildings into flats and apart-hotels, with mixed use and several responsible persons.
- A busy night-time economy, with venues on several floors and in basements.

Questions from Liverpool
How much does a fire risk assessment cost in Liverpool?
Fees follow floor area and complexity more than postcode. Typical UK bands are £200 to £450 up to 100 m², £350 to £650 for 100 to 500 m² and £500 to £950 for 500 to 1,000 m², before VAT. Try the fee calculator for your premises.
Does a fire risk assessment have to be redone every year?
The law says it must be reviewed regularly and whenever something significant changes. Many organisations review yearly and commission a fresh assessment every few years, or after building work or a change of use.
Does a licensed rented house in Liverpool need a fire risk assessment?
Not if it is a single-household let with no shared parts. If it is an HMO, or a house split into flats with a shared hall or stair, the shared parts need one under the Fire Safety Order.
What happens after Liverpool’s current licensing scheme ends?
The council consulted until October 2026 on a new scheme. Until it decides, the current scheme runs to March 2027.
Will Merseyside Fire and Rescue Service do my assessment?
No. The fire service enforces and advises; the responsible person arranges the assessment.
